Chapter One: Introduction

1.1 Background of the Study
Fishing is a vital livelihood activity in Lokoja Local Government Area (LGA), Kogi State, contributing to food security and economic development. However, irresponsible fishing practices, such as overfishing and the use of harmful methods, threaten aquatic ecosystems and long-term sustainability. Public relations (PR) can play a transformative role in promoting responsible fishing by educating fishermen, engaging stakeholders, and advocating for sustainable practices. As noted by Okafor and Bello (2024), PR campaigns are instrumental in driving behavior change and fostering community participation in conservation efforts. This study investigates the role of PR in promoting responsible fishing practices in Lokoja LGA.

1.2 Statement of the Problem
Despite the importance of sustainable fishing, irresponsible practices persist in Lokoja LGA, driven by limited awareness and enforcement. PR strategies have the potential to address these challenges, but their effectiveness in promoting responsible fishing remains underexplored.

1.3 Objectives of the Study

  1. To examine the role of PR in promoting responsible fishing practices in Lokoja LGA.
  2. To identify challenges in implementing PR campaigns for sustainable fishing.
  3. To recommend effective PR strategies for enhancing responsible fishing practices in Lokoja LGA.

1.4 Research Questions

  1. How does PR contribute to promoting responsible fishing practices in Lokoja LGA?
  2. What challenges hinder the success of PR campaigns for sustainable fishing?
  3. What strategies can enhance PR efforts in promoting responsible fishing practices?

1.5 Research Hypotheses

  1. PR strategies significantly influence responsible fishing practices in Lokoja LGA.
  2. Challenges such as limited resources and stakeholder resistance affect PR effectiveness.
  3. Enhanced PR strategies can improve awareness and adoption of sustainable fishing practices.

1.6 Significance of the Study
This study provides insights into the role of PR in promoting environmental sustainability through responsible fishing. The findings will benefit policymakers, PR practitioners, and local fishing communities in Lokoja LGA.

1.7 Scope and Limitations of the Study
The study focuses on PR strategies for promoting responsible fishing practices in Lokoja LGA, Kogi State, analyzing their effectiveness and challenges.

1.8 Operational Definition of Terms
